I know some of you bought GTA IV lately and I found this mod that improves the graphics a fair bit (by the looks of the clip anyhow).
There is more info in the uploaders coments on YT.

I had tried the motion blur effect although was not that fussed - think I was one of those it left feeling slightly ill, as had been reported by some!
