A Windows 98 computer should do the job.
ive heard a rumour that after the final release of windows 7, they are going to implement DirectX10 for anybody, even if they havent got a DX10 capable graphics card, physics used to be controlled by the processor, now its controlled by the graphics card, leaving the processor to do nothing, so microsoft have focused the directx 10 to be handled by the processor, crysis will run smooth as long as you got a pentium 3

Minimum hardware requirements at this stage are:
1 GHz 32-bit or 64-bit processor
1 GB of system memory
16 GB of available disk space
Support for DirectX 9 graphics with 128 MB memory (to enable the Aero theme)
DVD-R/W Drive

Microsoft are making Windows 7 with THE EXACT SAME requirements as Vista, so people won't have any problems upgrading/dating.

^^^ thats for the beta m8, you could run the aero theme off a 16MB Voodoo 3DFX  if they get Directx10 working off the Processor.
